Why are Texas, U.S. flags at half-staff?

According to Gov. Greg Abbott's website, there are two dates in May where the flags will be displayed at half-staff.

TEXAS, USA — You'll notice this month Texas and U.S. flags will be at half-staff two separate times. 

What are the flags being lowered for? 

On May 15, both the State of Texas and U.S. flags will be lowered for Peace Officers Memorial Day, according to Gov. Greg Abbott's website. Abbott's website instructs for the flags to be "raised briskly to full-staff and then slowly lowered to half-staff for the remainder of the display day." The flags will be returned to full-staff on May 16. 

Twelve days later, on May 27, the flags will be returned to half-staff in honor of Memorial Day until noon, then returned to full-staff from noon throughout the remainder of the day. 

"To avoid confusion, flags should be flown according to statutory standards and proper protocol.  If your agency is unable to comply with these laws, you should remove all flags from your flag displays for the duration of the memorial events specified above in law," the website says.
