The Candidates
The race in Texas House District 54 features Republican incumbent Dr. Brad Buckley, a veterinarian seeking his fourth term; and Democrat Dawn Richardson, a veteran educator with 39 years of teaching experience. Their differing perspectives on education, healthcare, and public safety reflect the priorities of their constituents.
Richardson has emerged as a strong challenger, criticizing Buckley’s policies. “I’m running against an incumbent because of his policies,” she stated. One key point of contention is a bill co-authored by Buckley that would allow parents to use state funds to send their children to private schools. Richardson argues, “We’re going to be giving them taxpayer money to go to a private school with no accountability to the taxpayers who are funding it.” In contrast, Buckley believes that “parents need every tool in the toolbox” to make educational choices.
Both candidates agree on the importance of increasing teacher pay, a priority that was included in Buckley’s “Educational Savings Account Bill.” However, their approaches diverge significantly regarding educational funding and oversight.
Key Issues
In addition to education, healthcare is a critical issue for voters in Bell County. Richardson is advocating for affordable healthcare and better access to abortion services. “Her choices should be between her, her God, and her doctor, nobody else,” she said, emphasizing the need for women to have control over their reproductive choices. This stance starkly contrasts with Buckley’s support for legislation banning abortions after a heartbeat is detected, typically around six weeks.
Buckley is also focused on border security, having sponsored Senate Bills 3 and 4. These bills empower local police to arrest individuals suspected of illegally crossing into Texas. He defends this legislation, stating, “Because of the failure of the current federal administration, Texas has had to stand in the gap.” Buckley believes that state-level action is necessary to ensure the safety of Texas residents.
Both candidates recognize the need to address rising crime rates, particularly in Killeen, where there were over 15 murders reported this year. In 2021, Buckley sponsored HB 1900, which penalizes cities with populations more than 250,000 that defund their police forces. While Killeen’s population is below that threshold, Buckley insists that strong support for law enforcement is essential to maintaining community safety.
Addressing Inflation
Buckley says he wants to stop inflation. He suggested creating a prosperous local environment can help mitigate inflation’s impact. He emphasized the importance of lowering property taxes. Buckley's office stated he helped pass the largest property tax decrease in Texas history.
In contrast, Richardson seeks to frame her candidacy as a representation of community needs. “I’m not in this for me. I’m in this for we. We need the representation that we deserve,” she stated, urging voters to consider the implications of their choices at the polls.
